Really the actual distribution of the e-newsletters is cheap. Two services I really like are Godaddy Express E-mail Marketing and MailChimp. These services will allow you to sent out 2,500 per month for around $15, and if you need to send out more they have plans for that.
The real cost is hiring the expertise to create and distribute the e-newsletter. You'll want someone who knows how to write good subject lines so that the emails are opened, and someone who can create an e-newsletter that will open in both html and text versions.
Depending on the complexity and who is writing the e-newsletter you should expect to spend between $95 and $195 per e-newsletter.
